NAPS INTL has managed EHS compliance in industrial operations in Mexico for over three decades. The team walked the factory floors, sat through STPS inspections, rushed to find the NOM-002 fire prevention program when the inspector requested it, and discovered expired permits that no one knew had lapsed. The Problem That Wouldn't Scale
For years, NAPS managed compliance the way everyone in Mexico manages compliance: with spreadsheets, shared folders, coordination via email, and coordinators who carried institutional knowledge in their heads. And at a certain scale, it worked. When you manage 10 or 20 sites, a good coordinator with a detailed spreadsheet and solid relationships with local authorities can keep everything up to date.
But operations grew. Client portfolios expanded. The number of plants crossed 50, then 100, then 150. And with each new site came a new combination of permits: different municipalities with different operating license requirements, different states with different civil protection programs, and different federal obligations depending on what each plant manufactured and what materials it handled.
At over 150 sites, the numbers became unmanageable. More than 3,800 active permits in the portfolio. From 18 to 23 permits per site. Each with its own authority, its own renewal cycle, and its own evidence requirements. Spreadsheets could not contain it. Email coordination could not track it. And when a coordinator left, months of institutional knowledge walked out the door.
